結論からいいますと、簡単なものでしたら、「PHPlet」というライブラリを使えば、
マルチプロセスで動作するものが、意外にあっさり作ることができました。

C# で書かれた IRC クライアント。このクライアント用のプラグインは、.NET な言語ならどれでも好きなのを使って書ける。プラグインで人工無脳とか作ってみたい人にはいいかも。
