Portland, OR is #1! Growing up there, I remember having to separate our recycling by types of paper (newspaper, cardboard, misc, etc). If you did it wrong, they simply left your recycling there for you to try again the next week :)
It is a very bicycle friendly city too. They've invested a lot of money into that infrastructure over the years.
