Telnet is not installed by default on vista - but you can turn it on from the Control Panel/Programs and Features.
When I do this, the "please wait while the features are configured" dialog is up for almost a minute! Jeez!

I use putty because it includes SSH support. Not sure if that is built into the Windows client.
