it looks like they've already backed down and said blackwater can stay. if the iraqi gov't had been able to make them leave it would have been pretty significant, since it would've meant they were at least a somewhat sovereign state. but they're under occupation and don't have the power to make blackwater leave, so they agreed to some kind of face-saving business about a u.s.-run 'investigation'.
