Apartments can recycle almost all table scraps by putting it in yard waste already... (or do you mean requiring it?).
yeah this is kind of weird. it says they'll be required to pay for it, but not to actually do it. and businesses will be exempt.
My apartment doesn't do yard waste recycling. Boo hoo!
