We use YouFig (www.youfig.com). It supports all of the privacy and administrative features our company needs and gives you a huge range of applications to work with in real-time (documents, spreadsheets, calendars, videos, file sharing, unlimited storage, unlimited users, unlimited workspaces)... it's superbly designed, very easy to understand, our employees and customers love it, and it's free.
I do like that a top-level datatype in basecamp is the milestone. Todo lists, message, files, specs, etc. can all be included as part of the milestone. On the negative side, the one feature I was looking for -- a hierarchal view of all the workitems for the cycle -- seems to be missing.

You can create very simple hierarchy (to the level you need) by creating separate pages for each development area of the project and then organizing the lists per area. I've been doing it and it is really the only hierarchy you need. It works really well... We can also create a single page for each cycle (i.e. D02) and upload one simple spreadsheet if you are looking for "all the hierarchy on a page" but I think that's pretty arbitrary.

k. i'm essentially hoping for todo list presented in outline form.
