I don't think this will work unless they toll I-90 as well (as stipulated in this post).
Also, I am skeptical that
a) Seattle drivers will learn to use toll booths efficiently
b) they will stop charging toll once the bridge is paid offQuoted: The new bridge will cost $4 billion, and commuters will pay for half. According to the Seattle Times, the toll could be as much as $7 each way during rush hour. The idea is good—we need a new bridge.

I agree with point b. Knowing this city, they will probably find some other use for the toll money.
I can't imagine the level of congestion that toll booths would create. Crossing the bay bridge in SF during rush hour is a nightmare, and they have like a million toll lanes. Also, is the state allowed to unilaterally pass measures to toll I-90 as well, which is a federal-level span?
Hopefully they will have some automated lanes (quick pass). Additionally, having a toll will also reduce the total amount of traffic (I've noticed a big difference in traffic already in the last month likely due to current gas prices). And getting on to the 520 going west is already a natural choke point, so congestion might not be that much worse.
They really do need to toll I-90 otherwise people are going to reroute. I know I would for a $7 one way toll.
As for B, I certainly hope the tolls come down when everything is paid for. From the seattle times article: "The existing 520 bridge was finished in 1963, and the original tolls to pay for it expired in 1979." Thats what they did before.
