    These measures will not cost hundreds of millions. They should not impact the environment to any significant degree if only used every decade or so.

      I saw Nichols on TV who gave the city a "B" for it's snow response efforts. I think a "D" or and "F" is more like it. The city has been a mess well beyond the time needed to properly plow the major streets in town. It was like driving on washboards with lots of impassible streets downtown.
