Signed by Donald Rumsfeld, Paul Wolfowitz (ex World Bank head), and Rob Zoellick (Bush appointee to replace Wolfowitz) in 1998.
The "problem definition" below arguably sounds reasonable if you accept there truly was uncertainty. However, the proposed "solution", articulated at the end of this article, has ultimately been a disaster.
Quoted: Such uncertainty [as to Iraq re: WMD] will, by itself, have a seriously destabilizing effect on the entire Middle East. It hardly needs to be added that if Saddam does acquire the capability to deliver weapons of mass destruction, as he is almost certain to do if we continue along the present course, the safety of American troops in the region, of our friends and allies like Israel and the moderate Arab states, and a significant portion of the world’s supply of oil will all be put at hazard. As you have rightly declared, Mr. President, the security of the world in the first part of the 21st century will be determined largely by how we handle this threat.
Once again, the Bush Administration is going to appoint a PNAC signatory to a high post. This time it's Zoellick as head of the World Bank, replacing Wolfowitz. I'm sickened.

Yikes.
1 FaverViewed: 4 TimesQuoted: In a spectacular act of complicity with the religious right, the Department of Health and Human Services Monday released a proposal that allows any federal grant recipient to obstruct a woman's access to contraception. In order to do this, the Department is attempting to redefine many forms of contraception, the birth control 40% of Americans use, as abortion.

This is exactly the right thing to do.

"Although we are fully aware of the dangers and difficulties in implementing this policy, we believe the dangers of failing to do so are far greater."
so what has been the greater danger? Going into Iraq to oust, eventually kill Sadam Hussein, discovering no WMDs, placing the lives of hundreds of thousands troops on the line, and creating a civil war in Iraq that now poses a far greater threat to the US than ever before, seem to be dangerous. Oh yea did I forget to mention the BILLIONS of taxpayer dollars that should be allocated toward providing healthcare and education to OUR citizens, instead of acting on a "hunch" of what could've been? Pre-emptive war it is, then.
agreed. the "solution" has amplified the problem.
great find. this really makes clear the extent to which military action in Iraq was a foregone conclusion when Bush came to power. it's terrible that September 11 was used to rally the country behind it. also very troubling that Zoellick was associated with it.
