    An explanation of why margins are collapsed in css...

      This annoyed me when I first got burned by it, but now I appreciate and think it's right. It's easy to work around it when you know it exists, but would be rather annoying to make it work if you needed it and it didn't exist. It's not so bad with pseudo classes, but IE makes that not work very often.

      seems like it only happens on vertical (and not horizontal) margins.

      Yeah, it's designed for block elements.
