Quoted: By now, no one should be surprised by Zapatero's commitment to gender equality. In his first term, he passed a sweeping law against domestic violence, legalized gay marriage, eased divorce laws, and required political parties to practice gender parity. He also appointed equal numbers of men and women to cabinet positions, and named María Teresa Fernández de la Vega as his deputy prime minister.
This time around, the prime minister, who was re-elected on March 9, appointed more women than men to his cabinet. He also created a new Equality Ministry, charged with ensuring fairness in the workplace and continuing the fight against domestic violence.

If people have to count, add, subtract, make sure everything has a number then it isn't gender equality. It's just math & statistics. I'm not impressed with numbers. Let the best people do what needs to be done no matter what the gender is. As far as I'm concerned, Zapatero is simply patronizing.
I agree that the best person for the job needs to get the job, and I'm sure that the women in power in Spain are where they are because they are qualified--just as we assume that the men who are where they are are qualified to be there. Everyone knows that in order to be PC today you have to be pro-gender equality. Unfortunately it's not that easy to accomplish after centuries of patriarchal government especially in a highly machismo culture. Zapatero understands that to make equality actually functional it needs a little push. Until the scales are a little more balanced I don't have any problem with math being a part of it. Kind of like affirmative action. It can be hard for someone to understand who's never bumped his head on the glass ceiling.
