so, why did the cops do this? i strongly suspect they were ordered to do it in hopes of provoking some sort of violent retaliation from people in the crowd, which could then become a pretext for cracking down on the immigrant organizations. it's a very common strategy. for a famous (and much more extreme) version of it, see "bloody sunday".
that would be my guess. i have other guesses, but the fact that the police went after correspondents for mainstream news syndicates seems to negate them (like banking on the fact that news reports often portray protesters in caricatured terms, which in this case would racialize the participants and sway/reinforce public opinion).
