They allow women who are really passionate about their scrapbooking, a way to not only define themselves and their style, but they allow for them to be published also. What I find wrong about this, is that I have personally seen the struggle that many of these women go through to submit their entries year after year, and quite honestly are overlooked because someone else is more popular (it seems) or their design may seem more hip.
