Seems like these two robbers did this without a plan, considering that they drove closer to the Seattle Police precinct and that the chase ended 2 blocks from FBI HQ.

Also that when the driver bailed, he ran uphill to escape pursuit. If you're not familiar with Seattle, that hill isn't easy.
