Dick Cheney stopped CIA Inspector General John Helgerson from completing an investigation into the agencys use of torture against detainees, but the watchdog was still able to prepare a report that implicated CIA interrogators in three detainee deaths in Afghanistan and Iraq and referred eight criminal cases to the Justice Dept. for investigation.

CIA Inspector General John Helgerson said in a 2004 top-secret report his office prepared that the interrogation of Khalid Sheikh Mohammed appeared to constitute cruel, inhumane and degrading treatment, as defined by the International Convention Against Torture." But the most explosive finding is that detainees were killed during interrogations.
