My bet is the program is designed to fix the sandstorms that from time to time cover Beijing in several inches of sand. This a result of China cutting down the forests northwest of the city that protected them from the storms naturally.

Apparently they will use "cloud seeding" to cause rain prior to the opening of the 2008 Olympics to clear the skies. Should be interesting to follow the weather leading up to the event.
