Apparently, a very similar method was used in Seattle to install the many of the trees on 2nd ave in Belltown. Rogue artists & community members assembled concrete saws, traffic cones, safety vests, fake work orders, etc and showed up on Sundays to install the trees along the street. The city doesn't work on Sunday, but it looked so official that no one realized that - cops even stopped to help direct traffic at times.

Once all the trees were installed they told the city, and b/c it was all done to code, the trees remained!
