    US Secretary of State Condoleezza Rice has dismissed talk of a new Cold War between Russia and the US, at the start of a visit to Moscow.

    Ms Rice said "I think the parallels just frankly have no basis whatsoever", while acknowledging that "it's not an easy time" for Russian-US relations.

    Kuwait's government briefed MPs on contingency plans to face a possible outbreak of Iran-US hostilities over Tehran's nuclear programme, a senior minister and lawmakers said, AFP reported.

    A government emergency team briefed parliament's foreign relations committee on the possibility of Kuwait being attacked or targeted by terrorists if Washington strikes Iran, committee chairman Mohammed al-Sager told reporters.
